Federal Way council approves restrictions aimed at bikini baristas

Federal Way city leaders approved restrictions Tuesday night on how much skin bikini baristas can show.

The City Council voted 6-1 for the limits, which include no uncovered pasties or otherwise heavily exposed breasts.

The city developed the restrictions as part of a new lewd conduct ordinance after the first and only bikini barista business in Federal Way opened in May. City officials say they haven’t had problems with that business, the Pink Spot cafe, but want to prevent any problems in the future.

The council approved a first reading of the lewd conduct ordinance.

Council member Jack Dovey cast the lone dissenting vote.

“It seems to me we’re putting more laws into place than we need to,” Dovey said.

No other council members commented on the issue.

A second, final vote – considered a formality – will take place Oct. 5.

The ordinance closes a loophole in Federal Way’s code. The city’s existing indecent exposure code requires someone to be offended by the activity for a violation to occur. The new ordinance establishes objective standards that a bikini barista business could violate, even if no one is offended.

A violation would be a misdemeanor, punishable by up to 90 days in jail and/or a $1,000 fine.

    Law making at it’s finest. Six of seven council members didn’t even have the courage to make a comment, yet passed the law anyway. How much will it cost the city of FW to defend this possibly-unconstitutional law?

    Another win for the No Fun Police, low self esteem mothers, and parents who would rather blame society for eveything as opposed to actually trying to explain something to their children.

    Six of seven had no comment. Good lord these people are weak.

    Oh, I wouldn’t call them the No Fun Police. If my information is correct the women can expose no more than 1/2 of the area of the breast below the areola soooooooo, imagine the officer who has to draw a line along the bottom of the breast and level across the bottom of the areola and then measure the are of exposed breast between these lines and compare it to the area that was exposed by whatever material she was wearing. And making it even more difficult to measure would be net and knit see through types of tops. I want to be one of the cops who has to do that job.

    Will this new law apply to women at the swimming pool, women washing their cars or working in the yard, and women attending street fairs on hot summer days? I’ve seen plenty of skin at these locations… and wasn’t required to buy any coffee.

    Boy, isn’t it great that politicians really know where the public wants them to focus their attention? So the economy is in the tank with no end in sight. At least the citizens of Federal Way are protected from the horrible menace of skimpy bikinis!
