DREAM Act supporters rally again in Olympia

A group of about 15 people gathered on the steps of the state Capitol in Olympia Monday to urge lawmakers to extend state college need grants to students who aren’t legal U.S. residents.

Representatives of Washington’s Latino community said the Legislature still has time to pass House Bill 1817, which cleared the state House but didn’t get a committee hearing in the state Senate this year. The bill, which supporters have dubbed the Washington state DREAM Act, would allow high school students who qualify for the federal Deferred Action for Childhood Arrivals program to apply for state financial aid.

Dream Act supporters’ last ditch effort likely derailed

Dream Act supporters who hoped to make a showing at Tuesday’s Senate Higher Education committee hearing are bound to be discouraged. Shortly after word of their rally got out, Tuesday’s committee hearing was cancelled.

The hearing’s cancellation means the proposal, formally known as House Bill 1817, has virtually no chance of getting a vote. Lawmakers face an Apr. 3 cutoff that requires all policy committees to complete their work. And while there’s no proof that the hearing’s cancellation has anything to do with the planned protest, it does mean that without any additional Higher Education

Washington State Dream Act: one student’s perspective

Some college students qualify for the State Need Grant. Eastern Washington University junior Francisco Navarro isn’t one of them. He’s an illegal immigrant.

Navarro testified in front of the Senate Higher Education Committee Thursday. He came to speak in support of the Washington State Dream Act. The proposal, formally known as House Bill 1817, would allow some illegal immigrants to qualify for the college State Need Grant. In order to apply for the grant, the student would need to have a special immigration status provided under a 2012 Obama plan.

Proposal allowing some illegal immigrants to get college financial aid lives on

The Washington State Dream Act might not be dead after all.

This, despite Wednesday’s Majority Coalition Caucus press conference where Sen. Barbara Bailey, R-Oak Harbor, said she didn’t even know if the proposal would get a hearing in front of the Senate Higher Education Committee which she chairs. When pressed for a reason why, she cited “logistical” reasons.

Those logistical hurdles appear to have been cleared, or at least shortened, as Sen. Bailey sent out a press release Thursday afternoon saying she has scheduled a hearing for House Bill 1817 next week.

Attempt to extend student financial aid to illegal immigrants stalls bill

A political fight over illegal immigrants receiving student financial aid has stalled a bill in the Senate.

Senate Bill 5195 would extend the college State Need Grant to students at Western Governors University Washington, the state’s nonprofit online university. Christine Rolfes, D-Bainbridge Island, is the bill’s prime sponsor.
