Morning update: 10 days left to pass a budget (2nd special session day 10)

It’s the first day of summer, and the Legislature is still here.

Lawmakers said Thursday they were moving toward each other,with Senate leaders predicting a possible finish as soon as Sunday – a day before the state would have to notify employees they face possible furloughs starting July 1 without a budget.

On July 1, parks would close and lottery sales would stop. More consequentially, the state would suspend substance-abuse programs and the supervision of most paroled offenders.

But all that still seems unlikely barring a new breakdown of budget talks. The real question seems to be whether anything else will be accomplished — such as a gas-tax increase that would fund transportation projects.
