Morning update: special session day 24

The big action today is in the House Appropriations Committee, which will consider new tax and budget proposals that are due to be unveiled this afternoon. House and Senate Democrats are joining together to put forward the new proposal.

But the day starts with the swearing-in of a new senator, Steve O’Ban, who prevailed Tuesday in a close contest between Republican appointees seeking the approval of the Pierce County Council.

The Senate majority coalition, made up mostly of Republicans, will be at full strength after the 10 a.m. ceremony. Their new member, a lawyer well versed in constitutional law, won’t have to stand for election until 2014.

O’Ban’s move leaves a vacancy in the House that has already drawn several candidates for a council appointment.
