The Senate could get a 49th member today, restoring the Republican-dominated majority and putting the chamber at full strength for the last week of the special session.

But whether that translates into action is yet to be seen. Nothing is scheduled and lawmakers are taking a turn for the pessimistic.

If agreement doesn’t start to jel today, their job gets harder. At some point in the week, possibly as soon as Wednesday, the Department of Revenue starts sending out tens of millions of dollars in estate-tax refunds after losing a court case.

Gov. Jay Inslee will likely push for an estate tax resolution in comments he plans to make to reporters at noon today “to discuss budget issues.”
