New ideas for ending a tax and budget impasse at the state Capitol include almost tripling the tax on a six-pack of beer and adding tax to sales of candy and gum. But the latest Senate Democratic plan retains a controversial general sales tax increase 0.1 percent, which is estimated to cost the average resident $10 a year.
