TERRORISM: Background check to buy pressure cooker?

What we have learned from the Boston Marathon tragedy is that pressure cookers, in the wrong hands, can be lethal.

A viable solution to prevent this from happening again is to have all pressure cookers registered. And anyone who purchases a pressure cooker should have a complete background check.

Of course, this won’t account for stolen ones or those bought and sold at cooking shows. But it would be a start, and those loopholes could be addressed in the future.
