You can be sure that someday in the future, ”universal background check” records will be used as a way to identify gun owners and the guns they have.
I have an idea that might allow everyone who can legally have them to buy guns and ammo with no record being created.
Your driver’s license or identification card would have a space for endorsements such as for motorcycle driving. Everyone who passes a background check would have a gun-ownership endorsement on their driver’s license/ID card. If for some reason you lost the right to own a gun, a hole would be punched through the endorsement and a new license/ID card would be issued.
With the endorsement you could buy guns from gun shops, gun shows or individuals with no identifying record being kept. Selling a gun to anyone without an endorsement would be a crime.
The endorsement would not necessarily identify you as a gun owner. Many people would get the endorsement in order to retain their right to have a gun in the future, if they so desired. Neither would the lack of an endorsement necessarily identify those who could not pass a background check.
