ROADS: Use existing dollars for transportation projects

Re: “Gregoire readies big transport proposal” (TNT, 12-12).

Before any additional funds are sought for new state transportation projects, there are existing revenues that can be reallocated for this purpose.

• The current practice of charging sales tax on state construction, diverting money to the general fund, needs to be stopped. It is a back-door way of inflating general fund revenues, allowing lawmakers and the governor cover to create or continue programs that the state would not otherwise be able to afford. It is a deceitful budget practice and in private circles would be labeled money laundering.

• Eliminate the requirement for public projects to include funding for art. In these tight times, we need function, not frills.

• The prevailing wage requirement needs to be dropped. Competitive bidding is the financially responsible approach that serves the interests of all the taxpayers of the state. Use transportation dollars for transportation. Efforts at social engineering and other agendas should seek their own stand-alone funding which is why, in fact, there is a separate transportation fund.
