TACOMA: Pavilion ‘gift’ is proving expensive

Let me see if I have this right.

The City of Tacoma can’t afford to fix our pothole-ridden streets, but when China gives us a free pavilion – known as a “ting” – the city can find $600,000 to cover the cost of completing the job.

I guess it’s true: No”ting” in life is free.
