Are you talking about the private sector system that awarded billions of dollars of bonuses to wall street managers for actions that would have bankrupted their companies if the government hadn&#039;t bailed them out?  The system that gave the ex-CEO of GM 20 million retirement after he drove the company into bankruptcy?

		<description><![CDATA[I was born in Tacoma and lived there until after the City Manager form of government structure was established. I well remember the corruption the commision form of government delivered in the early nineteen fifties and the reason to shift to the city manager form of management.
