Three Level 3 sex offenders register to live in Tacoma

Three convicted sex offenders have recently registered to live in Tacoma, the Tacoma police report.

All three are categorized as Level 3 sex offenders – those considered most likely to commit similar crimes. They are not wanted by law enforcement officers at this time.
All convicted sex offenders registered to live in Tacoma and Pierce County are listed on the Pierce County Sheriff’s Department’s website at

Name: Thomas E. Howse

Age: 30.

Description: 5 feet 9 and 170 pounds with black hair and brown eyes.

Where registered to live: In the 2700 block of South 53rd Street in Tacoma.

Criminal history: Convicted in 1995 of first degree child molestation and attempted first degree child molestation. He sexually assaulted a 7-year-old boy not a member of his family. In 2005 and 2006 he was convicted of not registering as a sex offender in Pierce County.

Sex offender treatment: Participated in a community based sex offender treatment program.

Name: Mark W. McCloud.

Age: 43.

Description: 6 feet and 270 pounds, with black hair and brown eyes.

Where registered to live: 1900 block of East 63rd  Street in Tacoma.

Criminal history: Convicted in 1993 of first degree rape. He unlawfully entered an apartment and assaulted a 21-year-old woman he didn’t know. He threatened to kill her if she didn’t comply. In 1991 he was convicted of the 3rd degree sexual assault of a 29-year-old woman he met at a restaurant.

Sex offender treatment: Refused to participate in a sex offender treatment program while in prison.

Name: Floyd W. Richards

Age: 36

Description: 5 feet 10 inches and 200 pounds, with brown hair and blue eyes.

Where registered to live: 1100 block of South Yakima Avenue in Tacoma.

Criminal history: Convicted in 1991 of first degree rape while armed with a deadly weapon. He abducted and sexually assaulted an adult woman who was a stranger in Kitsap County.

Sex offender treatment: Participated in a sex offender treatment  program while in prison.

    More stupidity from the state, why are sex offenders who refuse to participate in treatment allowed out of prison?

    It’s just a matter of time before one of them reoffends and the state DOC scrambles to once again cover their arse.

    Lobotomies are more effective for those that have any type of Sexual charges before they are even allowed back on the streets !!!
    They Must agree to them prior and have to be re-programmed at-least 18 months after their sentence is complete…So an average length of their time should be 10yrs…
    Release any and all those incarcerated on Marijuana charges because you would free-up a lot both space and monies it takes to charge and house them…

    Send them to Seattle where the folks there want to understand what went wrong in their lives not realizing these are human beings that are wired differently from birth. They either cannot or don’t want to change. Tacoma doesn’t have too many of the touchy-feely-give please forgive them every time taxpayers.

    But we have no political clout so we have to continue to accept evil people that hurt us. Ask your state senator.
